Founded in 2003, Rio Hondo Community Development Corporation (RHCDC) was established through the vision and collaboration of City of El Monte leaders committed to creating housing opportunities for low-to-moderate income families. Beginning with the management of three City-owned rental properties, RHCDC has steadily expanded its impact by developing additional affordable rental units in Rosemead and Baldwin Park, as well as building new homes for first-time, income-qualifying buyers. Our history reflects a consistent dedication to fostering stability, accessibility, and opportunity through housing.
